The law prohibits manufacturers and others from selling products or packaging labeled as recyclable, unless the items are regularly collected and processed for recycling in the state.

The NCRA is an association of recycling companies, community groups, municipalities and individuals committed to the promotion, expansion and institutionalization of recycling. CalRecycle has launched new websites to explain SB 1383, the state's new food and garden waste recycling law. Founded in 1978, the NCRA is a non-profit commercial organization for recyclers with about 200 members, most of whom are in Northern California.
